There's some other support files for ruby/java/python/blah
Make sure (via yum) you install the libogg-devel, libvorbis-devel, libxml2-devel, speex, speex-devel, libtheora, libtheora-devel, flac, flac-devel packages (for all optional components).

Make sure /usr/local/lib is in LD_LIBRARY_PATH (/etc/ld.so.conf.d/...)

Download and install LAME http://sourceforge.net/project/showfiles.php?group_id=290&package_id=309

Configure, compile, and install libshout, ices, icecast

Configure icecast.xml and ices.conf, fire up icecast, then ices.
